Council Staff 

It is the appointed officers of a Council who have the legislative authority and power. Powers may be delegated by one or more of the following methods:

1   Act of Parliament

2   Statutory Instrument

3   Ratification of an EU directive by parliament

4   Scheme of Delegation formally approved by councillors.

Powers cannot be delegated to a Councillor or Councillors. A Councillor may however be appointed as the champion on a given subject or project. Committees may make decisions on varying matters but it is the employees who have to implement those decisions.
