179iii08/00615/FUL – Garage conversion to bedroom with en-suite at 57 Grace Avenue, Oldbrook, MK6 2XJ
The Committee wished to object to this application on the grounds that:-
  • the property is small
  • there would be no parking provision if the garage is “lost”
  • the property is on a road junction therefore there is no on street parking
  • the road outside the property is narrow.

The Committee had no objection to this application in principle provided that there are conditions on the hours of use of the units if they are sufficiently noisy as to disturb local residents.

179x08/00542/FUL - Erection of two two-storey dwellings at 1 Rectory Fields, Woolstone, MK15 OAL
The Committee welcomed the fact that earlier observations had been listened to.  The current application is a great improvement on previous schemes which had been submitted. Accordingly the Committee had no objection to this application but asked that a satisfactory landscaping scheme be secured by planning condition and also that drainage problems in Mill Lane as a result of the backfilling of an old pond be addressed.
179xi08/00524/FUL - erection of a rear conservatory at 1 Wilford Close, Woolstone, MK15 OHA
The Committee had no objection to this application

179xiii08/00659/FUL - single storey and first floor rear extensions at The Red House, 1A Newport Road, Woolstone, MK15 OAR
The Committee had no objection to this application but noted that the condition relating to off-street parking imposed when the property was originally divided has not been enforced.  The Committee ask that it is now enforced.
180/08Draft Conservation Area Review – Broughton
The Committee supported the review of the Broughton Conservation Area. The Committee also asked the Parish Manager/Clerk to prepare information relevant to a possible request for a conservation area for Woolstone.
181/08Changes to the Xscape Expansion Planning Application
The Committee welcomed the changes proposed in the new planning application which addressed most of the Parish Council’s earlier concerns. However some concerns remain viz:-
  • the relocation of the taxi rank is supported but the Committee is not convinced that the relatively small Avebury Boulevard roundabout will not become congested at peak times
  • there remains a major potential, conflict between vehicles and pedestrians on the south west corner where additional single level parking is now proposed.  This does not seem to be good design
  • there is a similar potential conflict in the south west corner where pedestrians in the new public square may “meet” lorries delivering bio-mass fuel to the energy centre
  • what is the nett effect of the changed car parking proposals in overall available parking spaces/
  • is there to be dedicated parking for the hotel/
and finally the Committee reiterated the request that planning obligation (section 106) money be secured to address the problems of litter generated by Xscape business being dropped in neighbouring residential areas particularly Campbell Park.
