Minutes of the meeting of the Planning Committee of Campbell Park Parish Council held on Monday 7th April 2008 at the Oldbrook Community Centre, Oldbrook Boulevard commencing at 7pm

163/08Matters Arising 
164/08Conservation Order – Willen
 The Committee considered a request from residents of Milton Road, Willen for the Parish Council to support their approach to Milton Keynes Council for the conservation area which covers the rest of Willen village to be extended to include Milton Road.  After hearing representations from residents who attended the meeting and discussing the matter the Committee resolved to request Milton Keynes Council to extend the Willen Conservation Area to include the whole of Milton Road and the turning head at the southern end of the road for the following reasons:- 
  • It is logical to include the whole of the historic village in the conservation area
  • The extension would be consistent with the conservation character statement
  • It will extend to Milton Road the benefits that apply to conservation areas
  • The extension has the over-whelming support of local residents.
 
165/0831 Aldrich Drive, Willen
 The Committee heard representations from residents of Aldrich Drive concerning replacement of a wall at Number 31.  It was understood that a brick wall had been demolished and a wooden fence erected.  The fence was out-of-keeping with the neighbourhood and also had encompassed land previously outside the brick wall which might be public open space. There had been no application for planning consent to the change. The Committee was advised that this matter was being dealt with by the Planning Department of Milton Keynes Council. To assist the Planners it was resolved that Milton Keynes Council be formally requested either to ensure that a planning application for the change is submitted or enforcement action be taken to return to the status quo. 
166/08Pineham Motocross Track 
 The Chairman advanced the item on the supplementary agenda to enable Willen residents to participate in the discussion of this item. The Committee heard also from Councillor C Morris of Milton Keynes Council. The Committee heard that this was a very long-standing issue which had been the subject of several approaches to regulate the actions at the track and, thereby, minimise disturbance to residents. There are arguments about:- 
  • the length of unbroken usage as in qualifying for a “Certificate of Lawful Usage” 
  • the nature of a previous noise abatement order i.e. how restrictive were they
  • the latest abatement order perceived by residents to be less restrictive that its predecessor
  • whether public consultation is necessary/has occurred
  • the vehicles used on the track.
 As the weather has prevented the track being used for some months and, therefore, there has been no activity to cause complaints it was proposed that no action be taken by the Parish Council for a couple of months until activity re-starts. It is then proposed that a public meeting be called, in Willen, to which should be invited residents, appropriate MKC Officers, MKC and CPPC Councillors and representatives of the company using the track to have a full discussion about the issues.

08/00356/FUL – Single Storey Extension – Christian Centre, Strudwick Drive, Oldbrook, MK6 2TG 

The Committee had no objection to this application.

08/00274/FUL – first floor side extension and ground floor rear extension at 73 Ulyett Place, Oldbrook, MK6 2SD 

The Committee expressed concern over the size of the proposed extension, the design of which appeared to facilitate the possible creation of a separate dwelling. If all properties in the street were to be extended similarly the area would become a very closed-in space.

08/00326/FUL – Single storey and two storey rear extension, internal alterations and installation of window in northwest side elevation (resubmission of 07/02008/FUL) at 8 The Boundary, Oldbrook, MK6 2HA 

The Committee had no objection to this application

08/00292/LBC – Listed building consent for removal of external render, alterations of internal render and alterations to patio door at Manor Farm House, 8 Newport Road, Woolstone, MK15 OAT 

The Committee had no objection to this application. 

168/08Licensing 
 The Committee had no objection to the principle of this application but expressed concern over the proposed sale of alcohol until 4.00 a.m. which seemed to run counter to the policies and practices in the city centre area to tackle alcohol abuse. 
169/08Appeals 
 The Committee considered this matter again and re-iterated it’s opposition to the proposal toutilise garage space as a fifth lettable room at 3 Tolcarne Avenue, Fishermead, MK6 2BX.  It is the view of this Parish Council, and increasingly of others, that the same planning yardstick for car parking provision as is used for house converted into flats should be used for houses in multiple occupation.  On that basis there is insufficient parking provision for a dwelling with four lettable rooms let alone five. Also allowing conversion of the garage would be contrary to Planning Policy D1 which requires that all development includes working towardssustainable communities and large HiMO’s do not contribute towards that aim. Finally the Committee consider that the property should include a common room for the residents of 3 Tolcarne Avenue.
170/08Consultation 
170iDraft Lorry Management Strategy 
 

The Committees considered the draft strategy and the report of Councillor Ennew who had attended the recent Sustainable Transport and Road Safety Forum meeting.

 After discussion the Committee resolved to:- 

  • support the strategy and the main lorry routes in general and, specifically, the way in which they do not greatly impact upon the Parish area
  • support the proposal for a high security lorry park close to junction 13 of the M1
  • call for greater signage of existing and ultimately proposed lorry parking areas
170iiTerminal Control North  
 The Committee noted and welcomed the NATS proposal which will divert flight paths to the east of Milton Keynes.
