 174/07            Minutes of Committee

The minutes of the last previous meeting held on the 24th October 2007, having already been circulated, were approved as correct and signed by the Chairman.

ALLOTMENTS

175/07            Following discussion it was agreed that:

(i)  the Environment Officer provide a regular, brief update summary to Committee regarding allotments

(ii)  that ‘The Patch' be advertised on CPPC website.  Cllr Pafford to forward information to Cllr Thomas.

LANDSCAPING & HIGHWAYS

176/07            Community Parking Partnership Scheme 2008/09 (pre-application)

Following discussion it was proposed that Cllr Thomas, together with the Environment Officer, survey the Parish and present their proposals to December Council.

Suggestions received to date are:

(i)  Morgan Tucker traffic consultation

(ii)  Extending car park at  entrance to Portland Drive, Willen used for Saturday football.

177/07            Traffic Congestion

(i)         Speed Indication Devices (SIDs) - Report No: ENV/047/07

Following discussion it was agreed that Committee recommend to December Council that CPPC loan SIDs from MKC to assess the benefits.

Cllr Walmsley requested that feedback be obtained from MKC on how the SIDs are powered.

178/07            Amberwatch Initiative

Following discussion it was agreed that  a representative from Amberwatch be invited to February Committee for discussion.

A resolution was moved that this Committee is not in favour of using this system within the Parish for commercial advertising.

It was requested that this be a recorded vote:

Cllrs Dawson, Pafford, Thomas and Walmsley for;  Cllrs Ennew and Fraser against.

BUILDINGS

179/07            Use of Oldbrook Centre (Network Prayer & Outreach Ministry)

                        Report No:  ENV/049/07

Following discussion it was agreed that this Committee recommend to December  Council  that:

(i)  the Network Prayer & Outreach Ministry  use the Oldbrook Centre premises for prayer between 12.00 noon and 3.00pm on Sundays

(ii)  with regard to the general public, the Ministry  use the Oldbrook Centre between 10.00pm and 12.00pm one Friday per month.  The premises must be empty and locked by 12.00pm.

180/07            Oldbrook Centre Facilities Management - Report No:  ENV/050/07                   

Following discussion Committee agreed that the report be accepted.

181/07            Oldbrook Centre Usage

Committee request that further information be brought to January Committee.

WASTE & RECYCLING

182/07            Clean Street Policy

Following discussion it was agreed that Cllr Thomas would prepare a report for January Committee.

CRIME & COMMUNITY SAFETY

183/07            Cold Caller Zones/Yellow Card Schemes

Following discussion it was agreed that the Environment Officer would prepare a report for January Committee.

ALL OTHER BUSINESS

184/07            Parish Partnership Fund 2008/09

Following discussion it was agreed that Committee recommend to December Council that the following projects be submitted to MKC:

(i)  handrail on steep slope in Rectory Fields

(ii)  re-modelling of land between the Co-op and Trinity Centre, Fishermead

(iii)  sensory garden in Kernow Crescent

(iv)  light bollards from The Well to Willen Church.

185/07            Ways to tackle climate change (DEFRA)

Following discussion it was agreed that Cllr Thomas be lead member for this project
