MINUTES OF THE MEETING OF THE ENVIRONMENT & ALLOTMENTS COMMITTEE HELD ON Wednesday 23 January 2008, AT 1 PENCARROW PLACE, FISHERMEAD commencing at 7.00pm

004/08 Minutes
The Minutes of the Environment & Allotments Committee held on the 28 November 2007, having already been circulated, were approved and signed by the Chairman.
ALLOTMENTS
005/08 Allotments
Following discussion Committee agreed that they require:
(i) a monthly general update
(ii) a quarterly statistical update (waiting list etc)
(iii) to see a copy of the contract for Ron Todd
(iv) all rubbish to be cleaned from allotment sites
006/08 The Patch
Cllr Pafford informed Committee that he had received permission from the Chairman of ‘The Patch' to place their information on the CPPC website.
Cllr Pafford to liaise with Cllr Thomas.
LANDSCAPING & HIGHWAYS
007/08 Community Parking Partnership Scheme 2008/09 (pre-application)
Cllr Thomas informed Committee that he had been informed that Willen playing field was not suitable for this scheme.
It was agreed that Committee revisit the scheme for 2009/10 at September meeting.
008/08 Speed Indication Devices (SIDs)
Report No: ENV/001/08
Following discussion committee agreed that Committee recommend to Council:
(i) SID's be installed on Oldbrook Boulevard as recommended by MKC
(ii) to approve the attached list of sites plus (a)/(b) below:
(a) outside Ravensbourne Place between the school and Flacon Avenue, Springfield
(b) Patterson Lane to slow down vehicles coming in from the H7
(c) request to go before February Council for information regarding further sites
(iii) Ward Councillors to be present at site Health & Safety checks by Milton Keynes Council
009/08 Amberwatch Initiative
Clerk to Committee to continue to arrange presentation by Amberwatch Initiative at February Committee.
010/08 Safer Journeys to School - Fishermead Schools - Paper B
Cllr Thomas informed Committee that the Safer Journeys to School bid had been successful and a meeting was being arranged to initiate scheme.
BUILDINGS
011/08 Oldbrook Centre Facilities Management
Report No: ENV/050/07
Following discussion, Committee agreed to accept the following recommendations:
(i) the measures outlined in the report which will form the official tender document
(ii) the option of the inclusion of maintenance of the centre.
Committee requested clarification on the following points:
(i) maintenance of grass at the back of the building
(ii) servicing of the boiler - who is responsible?
(iii) PAT testing
(iv) who ensures that electrical equipment user groups bring in to the building is PAT tested?
(v) do groups have their own insurance and public liability - is this checked when the booking is made?
(vi) an in-house bid for management of the centre to be considered.
012/08 Oldbrook Centre Usage - Paper C
Committee noted the above paper. Cllr Thomas to prepare a bookings calendar for First Class for demonstration to Committee.
WASTE & RECYCLING
013/08 Clean Street Policy
Cllr Thomas informed Committee that he had received details from the outreach workers. A diagrammatical plan would be completed by Cllr Thomas to facilitate good communication lines to be set up between NAG/Police/MKC and CPPC.
014/08 Kangaroo Run
Cllr Thomas informed Committee that Milton Keynes Council (MKC) have offered finances for a kangaroo run for 500 houses. The run has been requested for the week-end after Easter.
015/08 Waste Control Registration
Clerk informed Committee that this had been renewed.
CRIME & COMMUNITY SAFETY
016/08 Cold Caller Zones/Yellow Card Schemes
Report No: ENV/002/08
Following discussion, it was agreed that the following sites be presented to February Council for their inclusion within the scheme:
(i) Habinteg on Oldbrook and
(ii) Turnmill Court, Springfield
both being areas housing the elderly and disabled and not wardened daily.
It was further agreed that:
(i) Committee recommend to February Council, that if the scheme is accepted following the required consultations, CPPC finance the Oldbrook scheme and;
(ii) CPPC approach MKC to fund the Springfield scheme.
017/08 Community Safety Champions
Report No: ENV/003/08
Committee confirmed the recommendation that:
(i) Cllrs T Fraser and Harris continue as the Community Safety Champions
(ii) that both parties review this in December 2008.
018/08 DATE OF NEXT MEETING
The next meeting of the Environment & Allotments Committee will be held on Wednesday 27 February 2008.
