MINUTES OF THE MEETING OF THE ENVIRONMENT & ALLOTMENTS COMMITTEE HELD ON Wednesday 27 February 2008, AT 1 PENCARROW PLACE, FISHERMEAD

022/08            Minutes

The Minutes of the Environment & Allotments Committee held on the 23 January 2008, having already been circulated, were approved and signed by the Chairman.

ALLOTMENTS

023/08            Willen Allotments

ENV/004/08

Following discussion it was agreed that the Environment Manager arrange for the tree surgeon to remove dead branches from the oak tree on the allotment site.

Allotment Maintenance Contract

Following discussion it was agreed that:

(i)  to stop the  accumulation of rubbish on the allotments, the new contract include a clause stating ‘that the Environment Officer can either (a) remove any rubbish at his own discretion or (b) ask the plot holder to remove the rubbish'

(ii)  the Environment Manager forward to Committee by email, a sample of the new maintenance contract, for discussion at the March meeting

(iii)  that rules for care of allotments be placed on the allotment notice boards

(iv)  that the Environment Manager bring to March Committee, a quotation for repair of the paving slabs placed between allotment plots.

024/08            Promotional Stickers

ENV/005/08

Following discussion it was agreed that Committee recommend to Council the purchase of Parish logo stickers, to highlight street furniture installed by the Parish Council.

LANDSCAPING & HIGHWAYS

025/08            Speed Indication Devices

The Clerk to Committee to update March Committee.

026/08            Safer Journeys to School Initiative

Clerk to Committee to contact Samantha Morris (Road Safety, MKC) regarding editorial for Parish Magazine.

027/08            Play Area and Landscape Improvements, Kernow Crescent,  Fishermead

ENV/006/08

Following discussion it was agreed that:

(i)  drawing showing the proposed play area installation be brought to March Committee for discussion

(ii)  consultation results be brought to March Committee for information

(iii)  that the funding application to WREN and Milton Keynes Council (MKC) be retrospectively progressed

(iv)  that a commitment to match-fund the MKC grant be progressed

(v)  that Finance Report No: ENV/006/08 be forwarded to Finance &  Administration Committee for  approval.

BUILDINGS 

028/08            Oldbrook Centre Facilities Management

Paper C

Following discussion it was agreed that:

(i)  management tender to be brought to March Committee

(ii)  paper regarding an in-house bid for management of the centre to be  brought to March Committee.

029/08            Bookings Calendar

Cllr Thomas informed Committee that the Booking Calendar will be made available to all members.

030/08            Oldbrook  Centre - Conversion Work

Report No: ENV/007/07

Committee felt that there is an external demand for a meeting room to accommodate 10 to 15 people at a reasonable cost, especially for volunteer organisations.

It was therefore agreed that:

(i)  the recommendations of the above report be rejected

(ii)  a plan showing the area to be converted be brought to March Committee

(iii)  that ‘unproven demand' be substantiated to Committee

(iv)  that if a meeting room be installed, the Garden Room at Pencarrow Place be considered for use as office space.

WASTE AND RECYCLING

031/08            Diagrammatical Plan (NAG/Police/MKC and CPPC)

Following discussion it was agreed that this item be kept on the Agenda for further discussion.

032/08            Kangaroo Run Update

Following discussion it was agreed that:

(i)  the Environment Manager bring a report back to Committee when the  Kangaroo Run is completed

(ii)  this item be removed from the Agenda.

CRIME & COMMUNITY SAFETY

033/08            Cold Caller/Yellow Card Scheme Update

Paper D

Following discussion it was agreed that if the scheme is implemented, members of this Committee, accompanied by a PCSO, will canvas residents of approved housing areas.

034/08            DATE OF NEXT MEETING

The next meeting of the Environment & Allotments Committee will be held on Wednesday 26 March 2008.
