TERMS OF REFERENCE
1. To be responsible to carry out, or oversee, the completion of specific, time-limited projects assigned by Council.2. To set up Project Teams comprising Members and Officers to carry out individual projects. Members may be drawn from all Councillors, not just those on the Projects Committee.
3. With the agreement of Council to co-opt non-Members onto Project Teams when they can deliver a particular expertise not available “in- house”.
4. To present written progress reports to Council at appropriate intervals but no less than quarterly.
5. To use electronic and telephone communication between Project Team members as much as is consistent with delivering the desired outcome, using formal meetings sparingly i.e. as a general rule only when decisions or reports/recommendations to Council need to be made.
6. To prepare, every year, a draft budget covering all Personnel expenditure, related to the projects being overseen by the Committee for submission to the Finance and Administration Committee.
7. To review the Terms of Reference of the Projects Committee at the first meeting of the Committee after the Annual General Meeting of Council and make appropriate recommendations to Council.
