Committee Structure of Council
To the uninitiated the structures of the various tiers of local government can be confusing.
The explanations of the working of committees on this site relate only to the operation of Campbell Park Parish Council. Other parish and town councils may have different methods of carrying out their business.
Council has delegated various functions to committees, and membership of these sub organisations is itemised on the Councillors' page.
Committees have an annually elected Chairman. If the personal or council workload of a given Chairman is high, a committee may then elect a Vice Chairman. Each committee has terms of reference and has to produce agenda, minutes and reports to Council.
Working groups, steering groups, teams etc do not have a fixed meeting pattern and generally meet only as required. They do not have terms of reference, they are not required to produce minutes but are required to produce reports. These reports may be presented to Council or to a Committee.
The minutes of a committee or other group may be taken by the Clerk or a nominated member.
Meetings of Council are held in the Oldbrook Centre, Oldbrook Boulevard, Oldbrook (next door to the Cricketers public house).
Meeting of committees, working groups, steering groups, and teams are held in Fishermead House.

Willen - on the roundabout adjacent to the hospice (shared with the church)

Council Meetings are held on the third Tuesday of each month.
The agenda for each meeting of Campbell Park Parish Council is posted on each CPPC notice board in the Parish and on this site.
All agenda specify that full meetings of council are open to the public. Members of the public may attend and sit in the public gallery.
The duration of meetings is strictly controlled by law therefore:
(a) Anyone wishing to speak on an agenda item must inform the Clerk before the commencement of the meeting
(b) Any delegation on an agenda item must complete the relevant form with the Clerk before the meeting.
Delegations
In common with MKC, CPPC operates a policy of allowing a deputation or delegation to complete a short form and give notice before the meeting starts, of a wish to speak. Each delegation may speak for a total of five minutes.
Individuals
A single member of the public may ask to be heard but should also have completed the form in advance.
Standing Orders
For legal reasons Standing Orders of Council are suspended when non-members are making their presentations or speeches. This includes those members or officers of other councils or bodies. Standing Orders are re-instated once everyone (other than members) scheduled to speak has been heard.
